What is the HQ Collaboration Library?

The “HQ Collaboration” document library is a shared location accessible by all PEPFAR SharePoint site users. This library helps facilitate Country Team and HQ planning. Documents in “Draft” or “Pending” status will only be viewable by Members/Member-Approvers/Power Users of that HQ Collaboration group. All other users will only be able to see documents that are in “Approved” status.

Where is it located?

Each Operating Unit (OU) page contains an “HQ Collaboration” document library, which is located on the left-hand navigation menu within each OU page (see image below).

Who has access to it?

There are four OU-HQ Collaboration membership groups for each OU, as shown in the example image below for Burma:

  • OU-HQ Collaboration (Country) Members 
  • OU-HQ Collaboration (Country) Powerusers
  • OU-HQ Collaboration Global Member-Approvers
  • OU-HQ Collaboration Global Powerusers

What do these membership groups mean?

Each membership group has a specific set of permissions, which are described briefly below in order from least access to most access.

OU-HQ Collaboration (Country) Members

  • Can read and contribute only to their specific OU's OU-HQ Collaboration Document Library
  • Can read documents in any status (draft, pending, approved) in their OU's OU-HQ Collaboration Document Library
  • Can add, edit, and change documents in their OU's OU-HQ Collaboration Document Library
  • Cannot change structure of the document library (such as adding or removing folders)
  • Example: A member of the OU-HQ Collaboration Burma Members group can read documents in any status (draft, pending, approved) in the Burma HQ Collaboration document library. A member of this same Burma group can visit another OU-HQ document library, for example the India HQ document library, but will not be able to post documents or see documents that are in draft or pending status.

OU-HQ Collaboration (Country) Powerusers

  • Can read and contribute to their specific OU's OU-HQ Collaboration Document Library
  • Can add, edit, and change documents in their OU's OU-HQ Collaboration Document Library
  • Can approve documents for publishing in their OU's OU-HQ Collaboration Document Library
  • Can add or remove folders in their OU's OU-HQ Collaboration Document Library
  • Can add or remove users from any of the OU-HQ Collaboration membership groups
  • Example: A member of the Burma OU-HQ Collaboration Powerusers group can post and approve documents in Burma's OU-HQ Collaboration Document Library. They can change the structure (by adding or removing folders) to their OU-HQ Collaboration Document Library. However, this user would not be able to modify document in another OU's OU-HQ Collaboration Document Library

OU-HQ Collaboration Global Member-Approvers

  • Can read and contribute to all 36 OU-HQ Collaboration Document Libraries
  • Can approve documents for publishing to all 36 OU-HQ Collaboration Document Libraries
  • Cannot add or remove folders to all 36 OU-HQ Collaboration Document Libraries
  • Cannot add or remove users from any OU-HQ Collaboration membership group
  • Example: A member of the OU-HQ Member-Approvers group can post and approve documents in every OU-HQ Document Library.

OU-HQ Collaboration Global Powerusers

  • Can read and contribute to all 36 OU-HQ Collaboration Document Libraries
  • Can approve documents for publishing to all 36 OU-HQ Collaboration Document Libraries
  • Can add or remove folders to all 36 OU-HQ Collaboration Document Libraries
  • Can add or remove users from any of the OU-HQ Collaboration membership groups
  • Example: A member of the OU-HQ Collaboration Global Powerusers group can post and approve documents in every OU-HQ Document Library. They can change the structure (by adding or removing folders) to any OU-HQ Collaboration Document Library.
